Will tenant insurance cover hotel costs if a tenant needs to move out because of a fire or flood?

Under every tenant insurance policy there is a coverage called "Additional Living Expenses." This will cover the tenant's hotel costs, or other additional costs incurred as a result of a loss which is covered under your policy. However, to address your question, while fire is definitely covered, flooding is not covered under most insurance policies so a tenant might not receive funds in that situation. As all companies are different, the amount of coverage and what is covered will vary from company to company.
