When do you have to install winter tires in Quebec?

When must drivers in Quebec, by law, have to install winter tires?

I visited the website for the Société de l¿assurance automobile (www.saaq.gouv.qc.ca) and according to the site drivers must install winter tires by December 15th and leave them on until March 15th.

According to the Société de l¿assurance automobile (www.saaq.gouv.qc.ca) fines for not installing winter tires range from $200 to $300
