Does the insurance industry thinks indoor parking is less riskier than outdoor parking?

Some insurance companies may offer a discount for parking indoors although the vast majority do not. In general the insurance industry makes no distinction between parking indoors vs. outdoors. However, it would stand to reason that most indoor parking spaces may be considered safer depending on the security, fire safety etc. and it is recommended that one should park indoors given the option. Any good insurance strategy considers doing things like this to manage your own risk.
